Founder

Dr. Roland Segal is a leading psychiatrist with extensive experience and is the Managing Partner and MD Psychiatrist at Legacy Recovery Center. After earning his medical degree from the University of Arizona, College of Medicine, he completed general psychiatry training at Banner Good Samaritan Medical Center in Phoenix, Arizona, and advanced his expertise through a forensic psychiatry fellowship at USC’s Keck School of Medicine.

With over a decade of diverse experience in clinical, administrative, and forensic psychiatry, Dr. Segal is double board-certified in General and Forensic Psychiatry. His previous roles include Chief Medical Officer at Valley Hospital in Phoenix, Arizona, and president of the Arizona Psychiatric Society. He has also served as the legislative committee chair and contributed to numerous state and national boards, committees, and organizations. Additionally, Dr. Segal teaches as a clinical assistant professor of psychiatry at the University of Arizona, College of Medicine, mentoring medical students and residents.

Dr. Segal acts as an expert psychiatry consultant for multiple superior and regional courts, including those in Maricopa and Yuma counties, Salt River, as well as city governments like Phoenix, Lake Havasu, and Mesa. He also consults for prominent organizations such as the United States Postal Service, Social Security Administration, Immigration Health Services, and the U.S. Departments of Justice and Homeland Security.

Guided by principles of objectivity, ethics, mindfulness, and cultural awareness, Dr. Segal remains dedicated to providing compassionate, inclusive psychiatric care, impacting lives across Arizona and beyond.

Recovery is a word that gets used frequently in mental health and addiction care, but in many settings it remains vague—something hoped for but not clearly defined. At Legacy Recovery Center, recovery is something we expect, measure, and consistently deliver. It means meaningful improvement in symptoms, restoration of functioning, and a return to a life that feels manageable and worth living.

Legacy Recovery Center was built intentionally, not as another generic treatment program, but as a response to years of clinical experience in psychiatry, addiction medicine, and residential treatment. As a board-certified adult and forensic psychiatrist with extensive experience across multiple levels of care, I have seen firsthand where treatment systems fall short—fragmented care, minimal physician involvement, lack of accountability, and environments that do not support real healing. Legacy was designed to correct those gaps.

From the beginning, the goal was straightforward: provide high-level psychiatric care, integrate it with evidence-based therapy, and deliver it in a setting that patients actually want to be in. The result is a program that is both clinically rigorous and deeply human.

Understanding Depression, Anxiety, and Addiction

Depression is more than feeling down. It is a pervasive condition that affects mood, energy, sleep, appetite, concentration, and the ability to experience pleasure. Patients often describe a sense of heaviness, lack of motivation, and disconnection from the world around them. Left untreated, it can become profoundly disabling.

Anxiety, while common, can also reach debilitating levels. It may present as constant worry, panic attacks, physical tension, or avoidance behaviors that limit a person’s ability to function. Over time, untreated anxiety reshapes how individuals interact with their environment, often shrinking their world.

Addiction frequently develops alongside these conditions. For many patients, substances initially serve as a coping mechanism—something that temporarily relieves distress. Over time, however, this pattern becomes self-reinforcing, worsening the underlying psychiatric symptoms while creating a new set of challenges.

Our Approach to Treatment

Treatment at Legacy begins with a comprehensive and thoughtful evaluation. Each patient is assessed across psychiatric, medical, and psychosocial domains. We take the time to understand not only the diagnosis, but the individual—what has worked, what has not, and what barriers exist to recovery.

Psychiatric care is central to our model. Patients are seen regularly, medications are adjusted carefully, and treatment decisions are made with precision. This is not a setting where psychiatric care is an afterthought—it is integrated into the daily structure of treatment.

Therapy is equally important. Patients participate in individual and group therapy, with a focus on evidence-based modalities that address both symptoms and underlying drivers. Trauma, when present, is addressed directly and appropriately. Patients are not simply stabilized; they are actively engaged in understanding and changing patterns.

Structure is another key component. Daily programming provides consistency and accountability. Patients are expected to participate, engage, and take ownership of their recovery. This structure is not punitive—it is therapeutic. It creates rhythm and momentum, both of which are essential for improvement.

The environment itself plays a critical role. Legacy Recovery Center is designed to feel calm, private, and supportive. Patients are able to focus on treatment without the distractions and stressors that often exist in larger or more chaotic settings. This allows for deeper engagement and faster progress.

Outcomes That Matter

We track outcomes using validated clinical tools, including the PHQ-9 for depression, GAD-7 for anxiety, and PCL-5 for trauma-related symptoms. The results are consistent and meaningful.

Patients in our program demonstrate substantial reductions in symptom severity, including approximately 45–66% improvement in depressive symptoms, 52–65% improvement in anxiety, and 44–60% improvement in trauma-related symptoms. These are not minor changes—they reflect clinically significant improvement that translates into real-world functioning.

More importantly, we see changes that extend beyond numbers. Patients who struggled to get out of bed begin participating fully in their day. Individuals with severe anxiety become more comfortable engaging socially. Patients gain insight into their behaviors and develop tools to manage stress without relying on substances.
